Having lived in B10 territory for nearly all of my life, I can say with confidence that the B10 has gotten much better over the years. Back in the salad days, Nebraska would have won the B10 nearly every year from 93 to 2001. Ohio State was not close to as good as they are now, with the exception of their 98 team, which was exceptional.
Nobody in the B10 is afraid of the SEC anymore, which is particularly satisfying.
Sadly, the same time frame was the downfall of Nebraska as a dominate program. Pelini sort of completed, but he was an ass and apparently wasn't willing to recruit and get the players it takes to win it all, not just stay relevant. And since then it's largely been a joke.
But, I think the B10 has been incredible for other sports, specifically wrestling and of course volleyball. Basketball is relevant for the first time in my memory, and I'm sure there are other sports that have really benefitted as well.
The whole west coast thing is puzzling, but it has led to some good games over the past few years that we would not have seen otherwise.
